Teachers should start with the curriculum. Curriculum informs teachers what their students need to know and be able to do. When designing instruction (and class time), technology should be utilized to enhance ways how students are learning (and meeting the standards). Often technology facilitates richer opportunities for critical thinking, communication, collaboration, and student creativity. Technology should only be used in a purposeful way, though, and not just because. The focus in the classroom should always be on learning, and a device (or digital tool) should help that, not hinder it.
